How to implement California's new law, SB707 Responsible Textile Recovery Act into your organization

California made history on September 28, 2024, with Governor Newsom signing SB 707 into law, becoming the first state to enact a textile EPR bill. Read the complete bill here.


We, at Circular Fashion LA, are very proud of the work to advocate for and push this legislation through by our friends and colleagues at the California Product Stewardship Council.


Summary

This bill would enact a stewardship program known as the Responsible Textile Recovery Act of 2024, which would require a producer of apparel or textile articles to form and join a producer responsibility organization or PRO, no earlier than July 1, 2028.


The bill would require the PRO to submit a complete plan for the collection, transportation, repair, sorting, and recycling, and the safe and proper management, of apparel and textile articles in the state. The bill would make a producer subject to specified civil penalties, unless the producer is a participant of a PRO and all apparel and textiles are accounted for in the plan.


What does this mean for apparel and textile producers?

It means you need a plan for how to manage the complete lifecycle of your apparel and textile products, but don't wait until 2028!
